that once granted him by the Goblin Formula.
He was an extremely skilled manipulator of others, able to directly trick and control an entire city and even fool an entire country full of people.

one-man glider to travel through the air.
As the Green Goblin, Osborn utilized an
earlier form of his one-man glider and wielded explosive "pumpkin
bombs."
In death, Norman Osborn existed as a
wisp-like spirit with a semblance of his human Green Goblin form.

History:
(Earth X I#1 (fb) - BTS) - Norman Osborn was the head of Osborn
Industries.
(Earth X I#8 (fb) - BTS) - Norman Osborn began to compare himself to the heroic Spider-Man and compensated by becoming ruthless in his business dealings.
(Earth X I#1 (fb) - BTS) - Osborn became known not only as
a leader of men and secret predator who preyed on the weak-willed, but
also the masked supervillain Green Goblin.
(Earth X I#1/2 (fb) - BTS) - At some point, Norman Osborn learned that his enemy Spider-Man was photographer Peter Parker.
(Universe X: Spidey Special (fb)) - The Green Goblin
attacked Spider-Man through his love Gwen Stacy. During the attack, the
Green Goblin charged at Spider-Man, knocking Gwen Stacy from
Spider-Man's arms and over the side of a bridge.
(Marvels X I#3 (fb) - BTS) - Just as the Green Goblin
knocked Gwen from the bridge, a photograph of the incident was taken by
photographer Phil Sheldon.
(Earth X I#8 (fb)/Universe X: Spidey Special (fb)/Marvels
X I#2 (fb) - BTS) - While the Green Goblin had arranged the events that
led to Gwen Stacy's death, Spider-Man ultimately caused Gwen's death
while trying to save her from the fall, the sudden stop from her fall
breaking her neck.
(Marvels X I#3 (fb) - BTS) - The photo of the Green Goblin
knocking Gwen Stacy over the bridge was eventually included in a museum
exhibit of Phil Sheldon's superhero and villain photographs.
(Earth X I#1/2 (fb) - BTS) - As the Green Goblin, Osborn had always been considered a "white collar criminal," out of the concern of large peacekeeping organizations like S.H.I.E.L.D.
(Universe X: Spidey Special (fb) - BTS) - Always evading arrest for his crimes, Norman Osborn's career as the Green Goblin continued and Peter Parker's daughter May grew up recognizing Norman Osborn as the man who destroyed nearly everything her father cared about.
(Marvels X I#1 (fb) - BTS) - The Green Goblin's image was merchandised in the form of Halloween costume masks.
(Earth X I#1/2 (fb) - BTS) - As time passed, Norman Osborn
grew to hate his business rival Tony Stark and the two worked against
one another for years.
(Earth X Special Edition (fb) - BTS) - When Plague X swept
through world mutating humans, Norman Osborn was transformed into the
very thing he had always masked himself as: a goblin, bringing to the
forefront what had been there inside.
(Marvels X I#1 - BTS) - Following Plague X, the young David Jarrett often went shopping for his surviving family's food and when he went out, he wore a Green Goblin Halloween mask in an effort to look dangerous and scare away potential threats.
(Marvels X I#2 - BTS) - After arriving in New York City, David donned his Green Goblin mask in an effort to move through the city unnoticed. When David was rescued from some Plague X-infected mutates by Spider-Man, Spider-Man questioned in surprise about the existence of Green Goblin Halloween costumes and David explained how he wore the mask in an effort to trick the mutants into thinking he was one of them. Spider-Man then asked David not to wear the Green Goblin mask in front of him before taking him back to his safe house to meet his daughter May. While watching television with May, David pulled his Green Goblin mask out and mentioned how upset Spider-Man had gotten at seeing it, at which point May explained how the Green Goblin had arranged the death of Spider-Man's girlfriend prior to Spider-Man marrying her mother. Feeling as if he had been stupid to wear that in front of Spider-Man, David angrily tore the Green Goblin mask in two.
(Marvels X I#3 - BTS) - When the mutated Kraven the Hunter captured David, he took David into his museum headquarters and they walked past the old exhibit of photos by photographer Phil Sheldon, one of which was a photo of the Green Goblin tossing Gwen Stacy over a bridge.
(Marvels X I#5) - Norman Osborn, attempting to hide his
goblin-like facial features beneath a hat and going by the nickname of
"the Demon," led an attack on the Baxter Building, manipulating the
other mutates in his mob into blaming Reed Richards for their
transformations. Claiming that each of the mutates had lost loved ones
by their own hands and that the blood was not truly on their hands but
rather, on those who caused their transformations, Osborn demanded
justice for what had been done to them, their neighbors and his country.
After Kraven was arrested and imprisoned by Sgt. Luke Cage, Kraven
referenced the transformed Osborn, deliberately keeping his name a
secret from Cage and ranting about a mutate mob being led by a man who
wanted to control the city and craved the power that was denied him as a
human. Insisting that the man would free him from his imprisonment,
Kraven warned that the mob would eventually get through the Baxter
Building and Cage's unbreakable skin. Osborn eventually found a mutate
he had been looking for whose powers had evolved to moving solid objects
and he utilized the mutate to move the door to the Baxter Building,
granting Osborn and his mutate mob access to the Fantastic Four's
headquarters.
(Earth X Special Edition (fb) - BTS) - Osborn took to disguising his now-goblin-like features with a human-like mask.
(Marvels X I#6) - As the battle at the Baxter Building
spilled out into the streets, the surviving Norman Osborn (now wearing
his human-like mask and gloves), the remnants of his mutate mob and
numerous other heroes appeared at the scene and the manipulative Osborn,
keeping his involvement in the attack on the Baxter Building a secret
and floating on a glider, offered to help Sgt. Luke Cage get New York
City back on its feet.
(Earth X I#5 (fb) - BTS) - Wishing to give his business an air of "legitimacy," the ambitious Osborn used knowledge of various superheroes' enemies to strike at them without mercy, killing several of Iron Man's enemies including the Controller, Justin Hammer, Blacklash, Blizzard, Unicorn and Count Nefaria as he paved a path towards the United States presidency.
(Earth X I#1/2 (fb)) - As part of his strikes against
various superheroes, Osborn plotted to destroy both the Daily Bugle
newspaper and his arch-nemesis Spider-Man. Osborn subsequently revealed
Spider-Man's secret identity to Daily Bugle publisher J. Jonah Jameson,
knowing that Jameson's hatred of Spider-Man would lead Jameson to
publish the information in the Daily Bugle, destroying the newspaper's
credibility when Spider-Man was revealed to have been on the Bugle's
payroll in his civilian identity of photographer Peter Parker.
(Earth X Special Edition) - No longer caring about his
nemesis Spider-Man in the weeks that followed, the Green Goblin began to
secretly run America through big business, still using a mask to
disguise himself as the human Norman Osborn. Despite Osborn only making
rare appearances as the Green Goblin, most were fully aware he was in
manipulative control of the country. Following the Green Goblin's
becoming the figurehead of America as well as numerous other events such
as the death of Johnny Storm and the closure of the Daily Bugle, Peter
Parker retired as Spider-Man, no longer feeling responsibility in a
world where he no longer possessed great power.
(Universe X: Cap Special (fb) - BTS) - At some point,
Norman Osborn discovered the hidden Bloodstone Files.
(Earth X I#1/2 (fb) - BTS) - As food became scarce and
both S.H.I.E.L.D. and Captain America were called in to quell the
ensuing riots, Osborn took advantage of the public's desire for a new
America by manipulating heroes against one another, nearly willing to do
anything to become the next American president.
(Earth X I#1/2 (fb) - BTS/Spider-Man
Unlimited video game
- Jessica Drew bio (fb) - BTS) - In an effort to improve his public
image as part of his continuing plot to ultimately become the US
President and also to ensure that the S.H.I.E.L.D. peacekeeping
organization did not get in his way, Osborn arranged for Osborn Chemical
to create an enemy that would infect and possess the minds of those who
would potentially stand in the way of his ambitions, one that only he
would be able to save the world from. This genetic creation was dubbed
the Hydra.
(Universe X: Cap Special (fb)) - When the Hydra invaded
New York City, Norman Osborn approached Captain America and invited him
to lead his armies against the Hydra. Refusing to acknowledge Osborn's
rising political power, Captain America exclaimed that Osborn's
currently rising position was not one elected by the people of the
country and insisted Osborn was not president. Captain America's refusal
of Osborn's offer led to Norman Osborn targeting Captain America's
friends and allies with the Hydra, deliberating choosing Sharon Carter
and the Falcon first with the intent to someday target Captain America
himself.
(Earth X I#1/2 (fb) - BTS) - Osborn instead teamed his
Osborn Chemical business with Tony Stark's Stark Industries to help stop
the invasion, further improving Osborn's image in the public eye as
Osborn had planned all along.
(Earth X I#11 (fb) - BTS) - In exchange for Stark's help in fending off the Hydra, Norman Osborn gave Stark the remains of the gigantic Red Ronin armor and promised Stark political asylum. Despite knowing that Osborn's intentions were not altruistic, Stark willingly agreed to help, thereby allowing Osborn to gain more power in order to help save the world while secretly planning to eventually take the country back using an army of Iron Men that he had secretly spent over fifteen years building.
(Spider-Man Unlimited
video game - Jessica Drew bio (fb) - BTS) - Jessica
Drew and the agents of S.H.I.E.L.D. were essentially forced under the
increasingly popular Norman Osborn's thumb.
(Earth X I#1/2 (fb) - BTS) - His past sins eventually
forgiven after seemingly putting aside his hatred of Tony Stark for the
common good of the country, Osborn began working with Stark on a more
permanent basis, sharing with Stark information that Stark used to
regularly "purge" the city of Hydra's influence. Having learned of
Osborn's plans and the truth behind the Hydra, S.H.I.E.L.D.'s Nick Fury
weighed the risks of revealing Osborn's treachery to the public but
S.H.I.E.L.D. was soon attacked by the Hydra and the real Nick Fury
perished in a Helicarrier crash, his death activating numerous Nick Fury
LMDs.
(Universe X: Cap Special (fb) - BTS) - With the real Nick
Fury's death, there was no one to stand in the way of Osborn seizing
full control of the American government. Not long after the activation
of the Nick Fury LMDs, Captain America ventured inside of the crashed
S.H.I.E.L.D. Helicarrier and found a video file recorded by Nick Fury
for him that revealed Norman Osborn's creation of the Hydra by
synthesizing it from something found in the Bloodstone Files. Upon
learning from Fury's video that Osborn had deliberately targeted his
friends due to Cap's refusal to serve him, Captain America began a trek
towards New York to take Norman Osborn down.
(Earth X I#1/2 (fb) - BTS) - Shortly after Fury's death, one of many Nick Fury LMDs in particular activated and considered revealing Osborn's treachery much like the original Fury had but, by that point, S.H.I.E.L.D. had been dismantled and could not contain the problems that might arise from the revelation.
(Earth X I#5 (fb) - BTS) - Eventually, Norman Osborn was
officially announced as President of the United States without an
election to a world uncaring of his inauguration.
(Earth X I#1 (fb) - BTS/Spider-Man
Unlimited video game - Jessica Drew bio (fb) - BTS) - Norman
Osborn accepted the title of President and his company, now called
Osborn Industries, soon spread its industrial control to nearly
everything.
(Earth X Sketchbook - BTS) - As the Green Goblin's web of influence stretched across America's coasts, hermit industrialist Tony Stark kept himself up on Osborn's secret dealings.
(Spider-Man Unlimited video
game - Jessica Drew bio - BTS) - Earth's heroes proved unable to stop
Osborn from enacting his secret reign of terror on the country.
(Earth X I#7 (fb) - BTS) - At some point, Osborn arranged for a large sign to be posted showing a photo of himself welcoming newcomers into the newly-renamed New New York.
(Earth X I#8 (fb) - BTS) - Osborn began paying Tony Stark
to continue utilizing his robotic Iron Avengers to keep the peace in New
New York.
(Earth X I#11 (fb) - BTS) - Tony Stark ultimately never
used his army of Iron Men against Norman Osborn, not truly certain that
he wanted to take over control of the country himself in the event
Osborn fell from grace.
(Earth X I#1/2 (fb) - BTS) - Before the particular Nick Fury LMD could warn Tony Stark and take his fight directly to President Osborn, the mind-controlling Skull appeared on the scene and the LMD instead traveled to California to investigate the Skull.
(Earth X I#1 (fb) - BTS) - At some point, Osborn was thought dead by the robot X-51.
(Earth X I#1 - BTS) - During a Tony Stark-ordered purge of
the New New York area by the Iron Avengers, Redwing communicated with
Stark, who asked about any problems with a battle against Hydra,
and Redwing mentioned the usual motivational issues with the aged
Captain America, mentioning that President Osborn was not making things
easier for Cap. After viewing the events for the cosmic Watcher, the
robot X-51 reported on how he had also witnessed people standing in line
at Osborn Industries for food then returning to homes and offices owned
by Osborn Industries, noting how everything and everyone seemed to be
owned by Norman Osborn. As X-51 and the Watcher discussed the
downtrodden Cap and Osborn's control of America, X-51 asked if Cap still
represented the American dream despite the people's total dependence on
Osborn and his company, prompting the Watcher to question what part of
the American dream X-51 was asking about.
(Earth X I#5 - BTS) - When Asgardian Storm Giants attacked Manhattan and drew Thor into the battle, Tony Stark contacted the Iron Avengers' Vision and ordered them elsewhere, prompting Vision to question whether Stark was in Norman Osborn's pocket before agreeing to the orders.
(Earth X I#6 - BTS) - President Osborn communicated with Tony Stark via video screen, warning Stark against any potential mishaps. Stark commented that he understood Osborn's need for secrecy just as Osborn understood Stark's own need for the same. Following the virtual meeting, the Vision warned that Stark's alliance with Osborn was affecting the Iron Avengers' ability to save lives. Before Stark could reply, Vision announced that he had no interest in hearing about Stark's indebtedness to Osborn and that Osborn's wealth was drenched in innocent blood, his efforts causing worldwide death. Stark then reminded Vision of his own violent origin as Iron Man and expressed hope for even the most hardened criminals, further commenting on how America was no longer prosperous and prompting Vision to again warn against being in business with Osborn. Stark argued that, in order to keep America necessary in the world, he had to be able to work free of government legislation and special interest groups.
(Earth X I#7 - BTS) - The mind-controlling Skull's forces arrived at New New York, where they saw President Osborn's welcome sign and discussed the Skull's plans to kill President Osborn.
(Earth X I#8) - As the Skull began his attack on New New York, President Osborn watched from his office and ordered his agent, the Ox, to summon Tony Stark in an effort to learn where Stark's Iron Avengers were. The Ox quickly picked up the phone but the Skull interrupted, directly appearing in Osborn's office. Proclaiming Osborn to now be a lame duck president, the Skull sarcastically questioned whether lame ducks could fly.

(Earth X I#9) - Demanding to know what the Skull was doing
in his office, President Osborn ordered his Enforcers to deal with the
Skull but the Enforcers quickly fell under the mental control of the
Skull. Realizing the seriousness of the situation, Osborn exclaimed that
the Skull could not overtake him and asked if the Skull knew who he was.
The uncaring Skull replied that Osborn looked like "street pizza" to him
and had the Spiders Man cast an illusion over Osborn. Hallucinating the
form of the deceased Gwen Stacy, a panicked Osborn exclaimed that he had
killed her and he hallucinated Gwen removing his human-like mask, unaware
that it was the Skull who actually removed the mask. The Skull then shoved
Osborn out of his office window but Osborn's leg caught the American flag
waving outside and the sudden stop snapped Osborn's neck, not unlike Gwen
Stacy's death years earlier. Frustrated that Osborn had not hit the ground
with a splat, the Skull ordered his agents to bring Osborn back up to his
office so he could toss Osborn out the window a second time. A short time
later, the Skull appeared on television and announced President Osborn's
death to the public. When the Vision later returned to Tony Stark to
announce the destruction of Stark's Iron Avengers at the hands of the
Skull, Stark informed him of Osborn's death. As Vision admitted that he
would not shed a tear over Osborn's death, Stark interrupted, questioning
why the Skull had destroyed the Iron Avengers and admitting his
understanding of wanting Osborn dead, but curious why the Iron Avengers
were not added to the Skull's army instead of being destroyed.
(Universe X: Spidey Special - BTS) - While inside an
illusion generated by the Spiders Man to enthrall Peter Parker, Venom
recognized the illusory Harry Osborn as the son of Norman. When Venom
attempted to pull Peter Parker from the illusion by reminding him of Gwen
Stacy's death, a guilt-ridden Peter exclaimed that the Green Goblin had
not truly killed Gwen but rather, his webbing had accidentally broke her
neck.
(Universe X: 4 Special (fb) - BTS) - Following his physical
death at the Skull's hands, Osborn passed on into an afterlife of a world
populated by deceased heroes and villains, where he lived in his old
identity of the Green Goblin, completely unaware of his life prior to that
existence or that he was even deceased. In the Realm of the Dead, the
Green Goblin was garbed in a negative version of his old costume.
(Universe X: 4 Special) - As the cosmic Mar-Vell looked over the afterlife, existing both there and in the real world, he witnessed the deceased Daredevil battling the deceased Green Goblin amidst a larger battle between the deceased heroes and villains.

(Universe X I#2/Paradise X: Xen Special (fb)) - Green
Goblin was seen fighting in the afterlife as Mar-Vell and newfound allies
in the dead walked through the Realm of the Dead.
(Universe X I#7 - BTS) - When police officer Peter Parker visited the prison cell of the Spiders Man in an attempt to invite him into the ranks against Pope Immortus, the Spiders Man at first generated an illusion of the Green Goblin and numerous other former Spider-Man foes before realizing Peter had covered his eyes.
(Universe X: X) - As Loki sought to ally with the Vision and the Iron Avengers against a reborn Creel, the Vision, mistrusting Loki, remarked on how Tony Stark had once allied himself with Norman Osborn and ultimately died due to it. Not long after, the Green Goblin joined up with all of the heroic and villainous denizens of the Realm of the Dead in a massive attack on the forces of Death itself. When Death itself was destroyed by the Ultimate Nullifier, the Green Goblin and the other deceased superhumans were restored to their normal appearances.
(Paradise X I#0) - Following the creation of Mar-Vell's
Paradise realm, the restored (but still deceased) Green Goblin awaited the
chance to enter this new realm alongside several other deceased heroes and
villains. The newly-created Avenging Host then passed out shards of the
fragmented Cosmic Cube one-by-one to some of the deceased and the Green
Goblin devoured his shard and passed over into the Paradise realm, where
he was to experience a reality of his own personal choosing.
