History:
(Care Bears#10 (fb) - BTS) - Frustrated that nobody in the town of
Pleasant Valley heard his proclamations or speeches when he came on his
nocturnal duty as the Night Mayor, the council politician made his way
to the magical Sandman's Sand Castle, where the mystical Sandman kept
his magic sleeping sand that he used each night to help people fall
asleep. Using the sand to force Sandman to sleep, Night Mayor stole the
bag of magic sand so that Pleasant Valley citizens would no longer
sleep. He used the obedient rainstorm-inducing Drizzly Bear to guard the
bag of sand.
(Care Bears#10) - Seeking to help upset sleepless children
in Pleasant Valley, a group of Care Bears (Bedtime Bear, Cheer Bear,
Funshine Bear) tracked down the mystical Sandman and together found a
trail of stolen magic sand that led to City Hall. Night Mayor confronted
them and drove them off with Drizzly Bear. The three Care Bears and
Sandman were joined by three more Care Bears (Good Luck Bear, Grumpy
Bear, Wish Bear) and they formed a plan. Again, the Care Bears and
Sandman defied Night Mayor, but they encouraged Drizzly Bear to generate
such a fierce rainstorm that it washed out Night Mayor and Drizzly Bear
from their City Hall base. Sandman quickly retrieved his bag of sleeping
sand and sent the nasty duo to sleep. The Care Bears took Night Mayor to
their cloud home of Care-A-Lot where he could see that Pleasant Valley
had many important night workers for whom he could provide civic
leadership. Delighted, he returned home, promising to name a park Care
Bear Square.

"Night Mayor" is a play on words; it sounds like "nightmare."
The figure of Sandman is interesting; IF this title is Earth-616, how many major related characters know of him, like Nightmare and Sleepwalker? His Sand Castle looks like wet sand dribbled to create a structure - nice artistic touch!.

The Night Mayor used the obedient Drizzly Bear to guard the Sandman's special bag of magic sleeping sand. Drizzly Bear's loud growl sounded like thunder and brought on a large rain cloud to help chase away any foes. When the Care Bears arrived to help the sleepless citizens of Pleasant Valley, Night Mayor had Drizzly Bear chase them away. The cunning Care Bears later returned and caused Drizzly Bear to summon a rainstorm so heavy that it washed Drizzly Bear and Night Mayor out of City Hall, allowing Sandman to retrieve his sleeping sand and put the dire duo to sleep.

The mystical Sandman looked like an old man and lived in his magical Sand Castle.
Every night, he would sprinkle magic
sleeping sand in the eyes of almost every person in the town of Pleasant
Valley (possibly further afield). The sparkly sand came in an apparently
never-ending supply from his sack. The Sandman and Care Bears were
friendly with each other.
One day, the ambitious Night Mayor broke into the Sandman's Sand Castle and forced the Sandman to sleep using his own sleeping sand.
Night Mayor stole the bag of sand to prevent anyone in Pleasant Valley from sleeping so that he would gain greater recognition during his night duties.
However, the Care Bears responded to upset sleepless children and went to Sandman's castle.
Funshine Bear's sun-glow overcame the effects of the sleeping sand and woke Sandman up.

Together, they followed the trail of sand leaked from the stolen sand sack and confronted Night Mayor, but were repelled by his guardian Drizzly Bear.
Sandman and the Care Bears later returned, cleverly causing their foes to fall so that Sandman could retrieve his sack of magic sleeping sand. While the Care Bears took Night Mayor away, Sandman returned to his role of helping people get much-needed sleep.
