History:

(Amazing Spider Man Annual I#24/2 (fb) - BTS) - Toro Mendoza was a separatist leader in the Cascan provinces of the north of Spain. To promote his cause of separatism, Mendoza would place bombs in locations in Spain then telephone seconds before the bomb would detonate, informing the person receiving the call that death would follow death until autonomy was granted to the Cascan provinces. One of the most recent of Mendoza's targets was a train station in Barcelona, where the bomb killed a large number of civilians. For his next attack, Mendoza took an ambulance and filled it with explosives, intended to drive the vehicle into a military base.

(Amazing Spider Man Annual I#24/2) - Mendoza's fortress el Bujo was infiltrated by Solo, the one-man anti-terrorist. Solo teleported into Mendoza's office and held him at gunpoint. Mendoza realized he was about to die and vowed to Solo that, "I am just a man! We Cascans will yet have what is ours! For you cannot kill an idea!" Solo replied that, "an idea can kill you!" Solo killed Mendoza with a grenade and went on to kill many more of Mendoza's followers at El Brujo.
