(Invincible Iron Man IV#7 (fb) - BTS) - Mr. Lucky was working on behalf of Lucia von Bardas, using his extensive contacts in the world of crime gained through his years as an arms dealer and drug dealer. Lucia wanted to resume her position as prime minister of Latveria and ordered Mr. Lucky to help her make that a reality. Mr. Lucky believed that von Bardas genuinely wanted the best for Latveria's people.
(Invincible Iron Man IV#6) - Mr. Lucky arranged a meeting with a woman named Max in Paris, France. It was the first time Mr. Lucky had visited Paris in six months so he ordered an enormous meal for himself to enjoy. When Max arrived, Mr. Lucky explained that he was interested in the nation of Latveria. Max was surprised at this interest as she called Latveria a "hellhole" in the absence of Dr. Doom. She informed Mr. Lucky that in Doom's absence a number of militia groups had taken over the nation. Mr. Lucky explained that he and his employer wanted to "have" Latveria and asked Max what it would take to make that happen. This astonished Max, but she noted that as the country was in such a condition that if someone simply "turned the lights on" restoring electricity, reopening schools and feeding the hungry, the Latverians would "give" their country to that person. Soon enough, von Bardas returned to Latveria and followed the advice Max had given Mr. Lucky.
(Invincible Iron Man IV#7 (fb) - BTS) - Almost immediately, Mr. Lucky decided he had made a mistake and that von Bardas intended to use Latveria to challenge other nations rather than simply rebuild the country. He decided to share his fears with S.H.I.E.L.D., but von Bardas anticipated his defection and placed some kind of explosive (possibly bio-genetic in origin) inside him.
(Invincible Iron Man IV#7) - At a cocktail party in the Smithsonian American Art Museum in Washington D.C., Mr. Lucky approached Commander Sharon Carter of S.H.I.E.L.D. and introduced himself. Commander Carter was familiar with his criminal activities and told Lucky so. Mr. Lucky asked Commander Carter if she was familiar with Lucia von Bardas then confessed he had taken her as a client under what he now considered to be a "falsehood." Commander Carter was angry at Mr. Lucky for simply walking up to her at a party and admitting he had helped von Bardas take over Latveria, but Mr. Lucky as noted, conquering Latveria "wasn't hard." Commander Carter wondered what Mr. Lucky wanted of her. He started to explain the danger von Bardas posed but began to collapse and go into convulsions. Commander Carter ordered the building cleared and asked Mr. Lucky what message von Bardas had wanted him to deliver. Although dying, Mr. Lucky denied that he had been sent by her, insisting that she didn't know about his visit until, in his final moment he realized she had killed him to send a message. Mr. Lucky exploded, taking out a large part of the museum but Commander Carter was unaffected due to a personal force field device.

For a character with such a slight presence, Mr. Lucky's story is a bit muddled. We confirm in his 2nd appearance that he's working for von Bardas. So why did he set up the meeting with Max about Latveria and go on for pages asking what to do about it when the solution was evidently very simple? Who exactly was Max and what did she do to assist Lucky and von Bardas' plan, beyond giving her advice? And why did he go from the shadowy menace of issue #6 to the hapless subordinate who seeks the heroes' help in issue #7? Mr. Lucky upends everything I thought I knew about Bendis - instead of extreme decompression, his story is extremely compressed!
Mr. Lucky... wasn't. Next time, don't make a deal with a villain whose entire schtick is "turns her allies into bombs."

Max (possibly short for "Maxine") was a figure whom Mr. Lucky met with in Paris. Mr. Lucky told Max he wanted to "buy" Latveria and asked how that might be possible. Max noted that in the absence of Dr. Doom, Latveria had become a "hellhole" run by militia group. Max opined that whoever went to Latveria and simply "turned the lights on," opened the schools and fed the people would be "given" the country by the Latverians. This convinced Mr. Lucky to have von Bardas do just as Max suggested.
