History:
(Yellow Claw I#1) - Phil was the senior FBI officer charged with dealing with the threat posed by the Yellow Claw. He summoned agent Jimmy Woo to his Washington D.C. office and briefed him about the Yellow Claw's history and his supposed mystical powers. Jimmy agreed to head to San Francisco to begin his work; both men were unaware that the Yellow Claw and his underling Fritz von Voltzmann were spying on their meeting using a crystal ball.
(Yellow Claw I#1/4) - Phil, Jimmy and another FBI agent raided the Yellow Claw's San Francisco base which had been concealed within a Chinatown curio shop. They found only the Yellow Claw's grandniece Suwan in the curio shop and Jimmy decided to trust Suwan and leave her there rather than arrest her. Later, when the Yellow Claw captured Jimmy, Suwan contacted Phil and told him where the Yellow Claw's new headquarters was and she helped Jimmy escape the Claw's custody. Phil had a debriefing with Jimmy as they realized Suwan would continue to act as their ally within the Yellow Claw's camp.
(Yellow Claw I#2) - When the Yellow Claw employed powerful mutant psychics to cause havoc, Phil asked Jimmy to break up the Claw's scheme.
(Yellow Claw I#2/2) - Phil and Jimmy noticed a suspicious old man and woman boarding the S.S. Aloha from San Francisco and Jimmy resolved to investigate further, discovering the old man was actually the Yellow Claw.
(Yellow Claw I#2/3) - A tip from Suwan led Jimmy and Phil to prevent an explosive device from destroying a U.S. jet craft. Phil told Jimmy to better exploit his connection with Suwan so they could stop the Yellow Claw once and for all but Jimmy was loathe to betray Suwan's trust in him.
(Yellow Claw I#3) - When the Yellow Claw used a device built by the captured Professor Ford to shrink and deploy a "Microscopic Army," Jimmy had Phil and another FBI operative use Ford's molecular converter to shrink him in size so Jimmy could round up the miniaturized soldiers. Afterward, Phil oversaw the arrest of the army and Jimmy's return to normal size.
(Yellow Claw I#3/3) - When the Yellow Claw was seemingly captured by the FBI, Phil attempted to interrogate the Claw at the Department of Justice, but the Claw refused to speak. Jimmy eventually realized they hadn't captured the Claw at all but had been tricked into receiving a robot replica of the Claw that was armed with a nuclear explosive. Jimmy had the robot sent into the desert before it detonated.
(Yellow Claw I#3/5) - When the Yellow Claw deployed a cloud of sleep gas over Central City so it could be looted, Phil was immediately certain only the Claw could have been behind it and sent Jimmy to investigate further.
(Yellow Claw I#4) - After Suwan was captured by the U.S. government, Phil and Jimmy attempted to interrogate her but she refused to give up information that would lead to her grand-uncle's capture. The Yellow Claw liberated her using the Living Shadows.
(Yellow Claw I#4/2) - When Jimmy convinced the creatures called "Screemies" whom the Claw had been manipulating to instead turn on him, then train the creatures to farm and raise their own food, Phil congratulated Jimmy for his sharp thinking.

I can't find a Marvel resource that refers to Phil's last name as Kane. He's called "Phil" in Yellow Claw I#1/4, but the earliest reference I see to him as "Kane" is from the "Nick Fury Hero History" article written in Amazing Heroes I#26 (1983). If you have an earlier Marvel reference to him as "Kane," let me know!
Phil's hair color changes from story to story but he's usually blond.
