Powers/Abilities: Presumably, Hagar has the shape-shifting powers of the Skrull race but he did not evince them. As the High Judicator, he is able to pass swift judgment on prisoners. Although his insults towards the Fantastic Four give an impression of bravery, he is a coward who once ordered the immediate executions of Mr. Fantastic and the Thing as soon as they approached him.

History:
(Fantastic Four I#206 (fb) -BTS) - Judge Hagar sentenced the Earth's heroic Fantastic Four to death "a hundred times and more" in absentia for "treason against the Skrull Empire" due to their interfering with the Skrulls' "designs for universal conquest."

(Fantastic Four I#206) - After the Fantastic Four's Invisible Girl, Mr. Fantastic and the Thing were captured by the Skrulls while defending the planet Xandar, the three Fantastic Four members were taken to Tarnax IV, where they were placed in power-restrainers and tried in the High Court led by Judge Hagar and the Jury of Six. Judge Hagar became impatient to perform his duty of judging the three captured Fantastic Four members, according to Skrull Emperor Dorrek VII. While professing to adhere to the "ludicrous rules" of the Convention of Fornax, which guaranteed a fair trial to prisoners of war, Hagar made it clear that he had already judged the prisoners to be guilty. During the course of the trial, he called the Invisible Girl, Mr. Fantastic and the Thing "dogs," "mud-sucking little maggots" and "filthy murderers." He also called the Thing a "lumbering buffoon" and the Invisible Girl "Earth-slime" and "Earth-crawling slime." As the trial progressed, Mr. Fantastic was released from his restraints and he made a plea in defense of Xandar. As he stepped forward, a panicked Hagar ordered Apprentice Executioner Jaketch to execute the Earth hero. Jaketch shot Mr. Fantastic in the back, apparently killing him. When the Thing and Invisible Girl subsequently found themselves free of their restraints, the Thing leaped at Hagar who, while calling Jaketch a "slow-moving dung dog," ordered the apprentice executioner to execute him. Jaketch shots the Thing while secretly dreaming of becoming Lord Executioner and "having the pleasure" of executing Hagar. After the Thing's apparent death as well, Hagar declared that the prisoners were released from their restrainers to prove that they had hostile intentions but there was no evidence that Hagar ordered this release. The Invisible Girl vowed revenge but Hagar ordered her death, telling Jaketch to carry out the order without delay. The Invisible Girl's powers did not help her, as Jaketch tracked her by her heat pattern and downed her as well. The Fantastic Four members later recovered consciousness in a cell and were told that they were struck with metabolic boosters, which would cause them to die of old age in three days.

    Hagar noted that he had "other cases on today's venue."

    The Convention of Fornax was first mentioned in Avengers I#94 (December 1971).

    The Human Torch gained possession of the Skrull metabolic booster and used it to restore the Invisible Girl, Mr. Fantastic and the Thing in Fantastic Four I#214 (January 1980).

    Galactus consumed Tarnax IV in Fantastic Four I#257 (August 1983).
