History:
(Skull the Slayer#1 (fb) - BTS) - Jeff Scully was the little brother of James Scully, a U.S. Airforce pilot who was shot down during his first mission in Vietnam (see comments), and ended up a P.O.W. This hit the parents hard, and allegedly worry over their captive son ultimately somehow caused the demise of both of them (see comments). The loss of his parents in turn triggered Jeff to spiral into drug abuse, and he spent the next two years high, selling off the belongings in his parents' house to fund his addiction (see comments).

(Skull the Slayer#1) - After five years in captivity Jim was freed and returned to the family home to find Jeff lounging on the floor in a room inside, obviously strung out on drugs. Rather than be happy to see his sibling Jeff immediately derided him, sarcastically calling Jim a hero, stating that all that mattered was "flying" and blaming Jim for their parents' death from worry and his own addiction, claiming that Jim had killed all three of them. Rising to his feet Jeff pulled a knife, stating that he ought to kill Jim, as he had nothing to lose. Jim tried to talk Jeff down, but the younger Scully lunged for his older brother, whose training took over. Jim sidestepped the blade and knocked Jeff to the ground, but as he fell to the ground Jeff somehow managed to get the knife stuck in his chest, killing him.

   Skull the Slayer#1 confirmed the Scully home was in "a small town" "somewhere in Nebraska" but didn't provide the town's actual name. Jim Scully's Handbook entry revealed he was born in Wahoo, Nebraska, so that is probably the town in question, but people do move and not everyone is raised in the same town that they were born in (I wasn't), so it's not confirmed that Wahoo is where Jeff lived and then died. Jim Scully's sergeant apparently couldn't say the town's name without giggling, which does make it more probable that it is Wahoo (and if not then it had to be somewhere with an equally silly sounding sobriquet).

   In terms of figuring out Jeff's height, we don't get a good image of him with his brother (whose stats are established in his handbook entry); Jeff only appears in a total of six panels, four of which are used in this profile, and in the other two he's sitting down / starting to rise. However, he doesn't seem to differ from his 6'2" brother to too high a degree, so around the same height, perhaps a little shorter, seems a safe guesstimate. He's definitely not overweight, and as a serious drug addict he'd be unlikely to be working out and probably not eating well, so if anything he was probably skinny for his height.

   As someone who was on a self-confessed two year high, I doubt Jeff was holding down any sort of work. Though not explicitly stated, it appears that Jeff funded his drug purchases at least in part by selling things from his parents' home - when Jim returns home it's stated that he finds Jeff in an "empty" room, devoid of anything but some furniture. That the text draws attention to the room being empty probably makes it somewhat significant to the tale, hence the presumption that Jeff had sold off anything valuable to get cash.

   Jim was a P.O.W. for five years, but Jeff said he'd been high for two, so I'm guessing that was when their parents died, and it was their deaths that triggered his drug addiction rather than Jim's status. Of course, as a drug addict Jeff could have been lying about any or all of the details, deflecting blame for his drug use and parents' demise from himself to Jim - it's entirely feasible that Jeff would have ended up using regardless and directly or indirectly this led to his parents' being killed.

   Jeff's brother Jim was originally a Vietnam War veteran, which made sense for a comic coming out in 1975. Given Marvel's sliding timescale that has probably shifted to being a veteran of the conflict in the fictional South-East Asian country of Sin Cong, and with it Jeff's death would move from the 1970s to the ever-shifting "modern era" but since Jim's adventures involved another dimension and time travel it is possible that both he and Jeff are still from the 1970s.
