She employed a variety of robots, a weird giant baby a few flying craft, including one with teleportation capabilities, a space station, a gamma bomb and a serum created from Hulk's blood.
She is a capable scientist in various fields. She not only hacked into strange frequencies, but was also capable to reverse engineer alien technology and create powerful mutative serums from irradiated blood.
As a Hulk she temporarily possessed superhuman strength (lifting 100 tons). The transformation unfortunately was unstable and destroyed her in a massive explosion.

History:
(Marvel Knights: Hulk#3 (fb) - BTS) - Nikoleta Harrow was created from
the DNA of A.I.M. agents Gail and Jonas as the prototype of Project:
Miru for the army of Doctor Doom and Doctor Midas at the A.I.M. Weapons
of Super-Destruction Distribution Facility. Her creation cost millions
of dollars in research and development.
After some time her volatile personality became a problem. In one week she had three outbursts and killed fourteen A.I.M. agents. The only reason she gave was that she did it because she could.
(Marvel Knights: Hulk#3 (fb)) - After her third outburst Nikoleta was trussed up and watched as an A.I.M. agent discussed with her creators a permanent solution. Gail was not willing to kill Nikoleta because she was her daughter, but Jonas asked her to at least listen to a solution because she was obviously too dangerous. Nikoleta broke her silence and made it clear that she believed herself to be superior to them and wouldn't stop killing A.I.M. agents.
While Doctor Doom and Doctor Midas discussed the failure of Project: Miru with M.O.D.O.K., Nikoleta broke free and slaughtered everyone at the facility before fleeing.
(Marvel Knights: Hulk#4 (fb) - BTS) - Nikoleta stole technology, including robots and ships, from her creators. She also started working freelance, which only covered minor costs.
(Morbius the Living Vampire II#6 (fb) - BTS) - Rose hired Nikoleta Harrow to steal something explosive from Dr. Michael Morbius' lab at Horizon Labs.
(Morbius the Living Vampire II#6) - Nikoleta broke in at Horizon Labs in New York City and zapped a guard with an energy beam.
(Morbius the Living Vampire II#6 - BTS) - She stole blueprints for an Ultimate Nullifier from Dr. Michael Morbius' old lab (don't ask me why he had those).
Rose sent Nikoleta back to Horizon Labs to humiliate Morbius and Spider-Man, who were investigating the theft.
(Morbius the Living Vampire II#6) - Nikoleta hacked Spider-Man's Spider-Bots and used them as an army against Spider-Man, Morbius and Max Modell before opening up a hole in the wall to the lab. She also caused Spider-Man debilitating discomfort by interfering with the frequency of his Spider-Sense. Without much effort she beat all three men and mocked them and their antiquated methods while doing so. When she had enough she left after telling them her name in case they wanted to get back at her.
Nikoleta met with Rose at his place in Williamsburg, Brooklyn and handed him a USB flash drive after she made sure on her mobile phone that Rose had paid her. She told him that she still needed to go to A.I.M. to get the components they still needed. She then revealed to Rose that she had gotten him not just anything explosive, but the blueprint for an Ultimate Nullifier.
(Morbius the Living Vampire II#7) - Nikoleta attacked the A.I.M. Weapons of Super-Destruction Distribution Facility (location unrevealed, but known to Nikoleta) and murdered several A.I.M. scientists before one revealed to her where to find the power source she sought. She took the hyper-compressed Negative Zone cosmic ray, which looked like a small Cosmic Cube, contacted Rose and then teleported back to him.
On North Broder Island Nikoleta built the bootleg Ultimate Nullifier for Rose. Though it only had the fraction of the real Ultimate Nullifier's powers, it was powerful enough to annihilate thousands of lives as Rose requested. She assured Rose that Morbius and Spider-Man would be dealt with because she had set up a trap for them and she was sure they would follow the signal she had set up with the Spider-Bots. She left after finishing Rose's Ultimate Nullifier, hoping Rose would hold up his end of the bargain.
Nikoleta teleported to her apartment right as Spider-Man swung by with Morbius, but failed to shoot them with a large energy gun. The heroes held their own against Nikoleta until Nikoleta caught Morbius inside a force field with herself. She teleported away with Morbius to turn him into the scapegoat for what was going to happen in Brownsville.
They arrived in the movie theater where Morbius' ally Becky Barnes lived. Morbius told Becky to run away while Nikoleta casually put up her legs because her job was done after bringing Morbius back to Brownsville and getting the locals' attention while doing so. Moments later Rose used his bootleg Ultimate Nullifier to blow up the theater.
(Morbius the Living Vampire II#8) - Nikoleta used her force field to survive the explosion and beat up Morbius a bit more because he wanted an explanation. She only revealed that she risked the lives of thousand to gain more power and not money. She teleported away after knocking down Morbius with ease.
(Marvel Knights: Hulk#4 (fb) - BTS) - At some point Nikoleta was at Gamma Base and set up a Gamma Bomb the military had created.
(Marvel Knights: Hulk#4 (fb)) - Nikoleta's men found Bruce Banner, drugged him and brought him to a space station. There Nikoleta watched as blood was extracted from Banner. While Nikoleta watched Banner's blood get injected into test subjects Banner turned into the Hulk and broke free, dropping down to Earth and losing his memories.
(Marvel Knights: Hulk#1 - BTS) - Nikoleta's agents tracked down Bruce Banner to a bar in Paris.
(Marvel Knights: Hulk#1) - Nikoleta ordered them to inject them with the serum created from Hulk's blood to catch Banner after he had escaped them again. Nikoleta watched her agents, mutated into gigantic Hulks, wreak havoc in Paris. One of them tossed the subway Banner was on at the Louvre. Nikoleta was sure they could break the Hulk even though A.I.M., their creators, believed it was impossible. As the progeny of A.I.M. she believed herself and her men to be superior to them. She watched her Hulks explode while battling Bruce Banner.
(Marvel Knights: Hulk#2) - After the incident the local authorities secretly kept Banner at a hotel that was closed for construction, but Nikoleta found and kidnapped him after teleporting in with a flying craft. Nikoleta knew about Banner's amnesia and mostly blamed him for all the deaths caused by the explosion the night before. She ordered the robotic pilot to teleport them to Pripyat even though A.I.M.'s forces were inbound. The craft broke apart after the second teleportation. Nikoleta urged him to turn into the Hulk, but Banner couldn't. Luckily they were picked up by a giant robot, which brought them to Nikoleta's allies in Pripyat. While her forces fought A.I.M. outside, Nikoleta oversaw Professor Mantlo's attempts to make Bruce Banner angry and force him to become the Hulk through torture, but it failed. She eventually injected Banner with the serum created from the Hulk's blood and placed him in a sensory deprivation tank.
(Marvel Knights: Hulk#2 - BTS) - Nikoleta joined the battle against A.I.M. in an armor.
(Marvel Knights: Hulk#2) - Banner turned into a giant version of the Hulk, who kneeled before Nikoleta because the serum had put him under her control. Nikoleta then ordered the Hulk to attack A.I.M..
(Marvel Knights: Hulk#3) - With a smile on her face Nikoleta watched the Hulk demolish A.I.M.'s forces. Professor Mantlo was impressed that she succeeded at controlling the Hulk after A.I.M. had failed for years to do so. Nikoleta killed Mantlo because she didn't need him any longer. After the battle was won the Hulk kneeled before Nikoleta, who realized that her plan to suppress Banner's personality completely led to her success.
(Marvel Knights: Hulk#3 - BTS) - Nikoleta used the Hulk for the next few weeks in her war against Advanced Idea Mechanics. She eventually headed with the Hulk to Gamma Base in New Mexico where the Hulk was created.
(Marvel Knights: Hulk#3) - Nikoleta noticed that the Hulk began to struggle while they were still in the air and was shocked when the Hulk turned back into Banner with his memories restored. He was surprised that Nikoleta would take them to the test site where he was turned into the Hulk, but Nikoleta was there to pick up the last thing she needed against A.I.M. -- a Gamma Bomb.
(Marvel Knights: Hulk#4 (fb) - BTS) - Nikoleta allowed herself to be tracked by A.I.M. so they would follow her to Gamma Base and fall into her trap.
(Marvel Knights: Hulk#4) - Nikoleta and Banner arrived at Gamma Base and headed downstairs while she checked if he had actually regained all his memories and revealed that she had no intention to survive what was going to happen. She smirked when A.I.M. arrived at Gamma Base and ultimately revealed to Banner that she had set up a Gamma Bomb at the top. The Gamma Bomb detonated, killing most A.I.M. operatives. Banner turned into a gigantic version of the Hulk and Nikoleta injected herself with the serum to turn herself into a gigantic Hulk as well. She attacked the Hulk while M.O.D.O.K. shot at her. She wrestled the Hulk to the ground to proof to M.O.D.O.K. that she was not just a failed experiment, but superior to him. Hulk got back to his feet and started beating up Nikoleta, who exploded after revealing that the serum she created was never the problem, but the people injected with it were too weak and were broken by the transformation.

I actually believe that one of the A.I.M. agents responsible for her creation was Jonas Harrow! I also believe that she is actually the child of Gail and Jonas and that they altered her DNA and trained her to become the psychotic monster she was. Maybe they experimented on her while she was still in the womb. Or she was raised in a tank using the scientists' DNA as template. I am almost 100% sure that she her aging process to sped up to gain results faster.
Professor Mantlo was obviously named after writer Bill Mantlo, who had a lengthy run on Incredible Hulk from 1980 to 1985.
After Al Ewing's Immortal Hulk series I wonder if Nikoleta could return from the dead or did the mutation just not take because she and her colleagues were not strong enough to survive it.
