Powers/Abilities:
Halvern possesses a number of mystical abilities, most notably
crystallomancy (observing events via crystal ball).
He can create magical potions, notably love potions, but at least one such instance when sufficiently wrong that no one ever asked him for love potions again.
Halvern also has access to the library of the unidentified wizard under whom he was training.

Halvern was the apprentice to the wizard of an unidentified kingdom.
Halvern felt that everyone in the
castle looked down on him because he was just the apprentice.

After what happened with Delkin, no one asked Halvern for love potions
anymore.
The wizard may or may not have away from the castle for a time, but
(Dragon's Lair I#1 - BTS) - After Princess Daphne was abducted by the dragon Singe, Dirk the Daring returned to the king's castle. Having brought a fire drake he had slain and felt that it could help determine what and where Singe was, Dirk asked Leraene where Halvern was.

Leraene brought Dirk to the room from which Halvern operated.
(Dragon's Lair I#1) - Hearing how
Dirk had survived a fall into the burning wood, Halvern noted that Dirk
always seemed to have extra lives and wondered if he was enchanted.
After Halvern noted that he thought
that Singe was one of the legendary elder dragons, Dirk asked if he
could get any information out of this fire drake. 
Halvern noted that it was dead, and
when an annoyed Dirk replied that that was not what he had asked,
Halvern told him to go ahead and say, "The
wizard could do it."
Dirk aruged that he had not said that, but Halvern complained that he could see that same look in everyone's faces.
Nonetheless, examining the fire drake's
corpse, Halvern sensed something, and he used crystallomancy to
determine that the drake had been taking a tour of the Dark Kingdom. 
Uncertain of where Singe had taken
Daphne, Halvern asked Dirk if he had any reason to believe Singe wanted
Daphne for anything more than food.
Dirk replied how Singe had repeatedly
talked about revenge for Dirk's killing so many of his children.
While Leraene drew a map of what they
knew of the Dark Kingdom, Dirk's crystal ball
showed an image of Daphne trapped in an energy sphere.
In a mystic tome, Halvern found
reference to the Bubble of Helotry, a magical bubble first used in
ancient Caldera.
He explained that if Daphne was trapped in that that her days were numbered, that Singe must plan to magically enslave her and that if she was not rescued by the dawn of the next full moon, her mind would be molded into whatever Singe desired.
While Dirk exclaimed that there were
only two days before the next full moon and that he needed to rescue
Daphne and destroy Singe, Halvern advised him that the book stated that
Singe could only be slain by the enchanted sword Dragonfang.
Halvern believed that Dragonfang was
likely hidden somewhere in Singe's castle, that Singe would have taken
every effort to ensure it could not be found and had most likely encased
it in dragon's amber; he wished Dirk good luck in getting Dragonfang out
of that.
After Dirk insisted he undertake this
mission along, Halvern advised him that the ride through the Dark
Kingdom would be full of danger -- treacherous monsters, dangerous
obstacles, evil magicks and many awesome forces -- and that if he made
it to the Dragon's Lair, he would face the most fearsome beast of all.
Halvern bade Dirk to begin his quest.
(Dragon's Lair II#2) - Via Halvern's
crystallomancy, Halvern and Leraene observed Singe, and Halvern wondered
how many of Singe's offspring Dirk had dispatched to the afterlife;
Leraene replied, "A lot. And you're
predisposing that dragons go to the afterworld." 
When Leraene admired Princess Daphne's outfit, but Halvern reminded her that Leraene was always complaining about men of the kingdom either objectified women or turned them into servants. When Leraene replied that it was different if women objectified each other, Halvern replied only, "Uh-huh," before commenting about the trials Dirk had survived some trials but now had less than a day to save Daphne.
(Dragon's Lair II#3) - When Leraene
urged him to "cast faster or something," Halvern explained that the
farther Dirk went into the Dark Kingdom, the harder it was to track him,
and that Singe's castle was about as dark as you could get.
Halvern was able to observe the point
at which Dirk had entered the castle, but then lost track of him.
Nonetheless, he noted that he had faith in Dirk, as no matter what the
trouble, Dirk always managed to keep his cool.
Dragon's Lair is a video game franchise created by Rick Dyer. The series is notable for its film-quality animation by ex-Disney animator Don Bluth, and complex decades-long history of being ported to many platforms. It has also been adapted into television and comic books.
The first game in the series, Dragon's Lair, was originally released for arcades in 1983 by Cinematronics. It used LaserDisc technology, offering greatly superior graphics compared to other contemporary video games.
The first two games in the series are considered gaming classics, and are frequently re-released on each new generation of consoles, often bundled alongside the 1984 LaserDisc game Space Ace.
The franchise has since expanded into other media, including a short-lived animated series that aired on ABC in 1984 and a comic-book miniseries released in 2003. Plans for a feature-length film have existed since the 1980s and resurfaced in 2015, when Bluth launched two crowd-funding campaigns
Per LokipediaMarvel published a "Big-Looker Storybook", two coloring books and two coloring and activity books circa 1984, around the time the game came out. The first of these is just text with screen grabs telling the narrative of the game. The coloring books likewise cover parts of the game, between them telling the entire story. Circa 2001 the game's creator, Don Bluth, self-published his own magazine, Don Bluth's Toon Talk, which included a new Dragon's Lair story; however, it's not Marvel-related..
As far as the comics proper. Crossgen published three issues adapting the story of the game, but didn't complete the story. A few years later, Arcana republished those issues and completed the series. To confuse matters, it's a six part story published over four issues; this is because Arcana's #1 reprints all three Crossgen issues. Arcana used the plot done by the Crossgen writer, Andy Mangels, but brought in Ryan Foley to finish the script (and hence dialogue), which leads to a few inconsistencies (notably, in #1 Dirk and his allies see a vision of the captive Princess Daphne and comment on the skimpy outfit the dragon has put her in, but then in the Arcana issues when they see her in that same outfit they react with surprise at it). Arcana also changed coloring teams, which again leads to some inconsistencies, such as the character of Leraene going from red-head to blonde.
Nothing I can see to rule it out from Reality-616. Like you say, it could fit into medieval Earth-616 or a fantasy dimension within. Heck, it could conceivably fit into pre-Secret Wars Weirdworld or Eurth.
The CrossGen series
was apparently published on the 20th anniversary of the
original Dragon's Lair video game.
