History:
(Kick Ass I#1 (fb)) - An unidentified Armenian man with a history of mental problems was a fan of superheroes, be it in comics, movies or television.

(Kick Ass I#8 (fb)) - After the costumed crimefighter Kick-Ass became a cultural icon six months after his debut, making it fashionable for normal people to don superhero outfits and go out in public looking to fight crime,...

(Kick Ass I#1 (fb)) - the man read about Kiss-Ass in the New York Post and stitched together his own winged costume, which he firmly believed would allow him to fly.

(Kick Ass I#8 (fb)) - One of now dozens of would-be heroes copying Kick-Ass' lead, he walked proudly through the streets of New York, giving another costumed man a "Spider-Man point" in acknowledgement as they passed one another, and strolled into the lobby of a skyscraper, aware of but ignoring the stares he was getting. Entering the elevator he asked a businessman already in it to press the button for the top floor. Doing so, the other man asked him if there was something special going on upstairs, and the winged man responded that he could read about it in tomorrow's paper.

(Kick-Ass I#1 (fb)) - Going up to the roof the costumed man took a moment to enjoy the view, adjusted his goggles and then spread his arms to unfurl his wings. Then he leapt off with confidence like a highdiver leaping from the top board and began his descent. As he fell people on the ground started to notice him, pointing and shouting until everyone was looking up. Having picked up speed with his arms held close to his side, the winged man spoke aloud the instruction "Wings to manual." When nothing happened and with the ground fast approaching he repeated the instruction in a desperate shout, then panic set in as he realized nothing was happening. With only a few feet to go he panicked, swore and began flailing. Then he hit the top of a car at high speed, shattering all its windows as the roof imploded and killing him. The crowds who witnessed this reacted in horror at the sight of his bloody, broken body.

Comments: Created by Mark Millar, John Romita Jr. and Tim Palmer.

Given he said "wings to manual" it suggests he thought he had some sort of computer or similar presumably controlling flighty-related technology. Whether he actually had some tech that just didn't work, or was just that delusional, wasn't clear, but given the suit showed no sign of ANY tech, I'm leaning towards the latter option.

The character also appeared in the movie version of Kick-Ass, though the actor or stunt-man in the costume isn't credited. The movie only included his scene from Kick-Ass#1, where he jumps off the building, but not the scene at the end of Kick-Ass#8 which shows him prior to that going into the building and up in the elevator.

He's not actually called Flying Guy in either the comic nor the movie, but is referred to by that name in the scripts for the issue. It's also worth noting that while I state he was killed, that's not explicitly confirmed. However, this isn't set in the Marvel universe, and in more conventional realities the result of jumping off a skyscraper and going headfirst into a car is generally fatal.

The ending of Kick-Ass 3 reveals that real superpowered beings have begun to (re)appear in Kick-Ass' world, and bookends the series: Just as Flying Guy leaps from a skyscraper at the very start of Kick-Ass#1 and his failure tells the readers this is not a world with real superheroes, Kick-Ass 3's final pages mirror the scene panel for panel with another man in a winged costume, right down to the same bystanders on the ground, except that this second Flying Guy manages to actually fly.
