Powers/Abilities: Dr. Jarl possessed powerful
innate psychic abilities despite not being a mutant.
He was capable of telepathic perception, locating psychic and mutant presences within the collective human unconscious, mentally manipulating others, and draining psychic energy from multiple individuals simultaneously. He could focus the combined psychic output of numerous people into a single psychic effect.

History:
(Dark X-Men I#2 (fb) - BTS) - Dr. Jarl was the director of H.A.M.M.E.R.'s Psi Division during Norman Osborn's control of the organization. Granted autonomy over psychic matters, he oversaw a covert program in which numerous individuals with psychic sensitivity, including former psychic super villains, criminals, mystics, and even amateurs were gathered and placed into a controlled environment. These psychics were subjected to psychic conditioning and collective mental exploitation forming a collective consciousness, which he could command.
(Dark X-Men I#2) - Mystique, leading the Dark X-Men,
brought her team to Dr. Jarl seeking assistance in locating the
powerful psychic Nate Grey. Jarl eagerly showed the mutant team his
facility while garbed in a distinctive purple hooded robe marked with
arcane symbols. Presenting himself as a visionary rather than a tyrant,
Jarl preached that the era of individual freedom for the powered was
over. Agreeing to help locate Nate Grey, Jarl used his abilities to tap
into the collective consciousness in search of mutant presences. During
this process, he made contact with the powerful Nate Grey, which
overwhelmed him and drained both his own mind and those of the
assembled psychics. Jarl and the others psychics were rendered
incapacitated.
Mystique and her team quickly located Dark Beast who'd
learned Nate Grey had used Jarl's brain to get up to speed on what had
transpired on Earth in the last months.

The ultimate fate of Jarl and the Psi Division subjects was not revealed.
Dr. Jarl is explicitly stated to not be a mutant despite his psychic abilities.
It was never revealed who Dr. Jarl was prior to Osborn's Dark Reign. Given his abilities, presentation, and recruitment of former psychic criminals, mystics, and fringe sensitives, it is possible he previously operated as an underground psychic super-villain, occultist, fortune teller, or parapsychological researcher before being legitimized under H.A.M.M.E.R.'s authority.
