Powers/Abilities:
Doctor Ecstasy had some experience/expertise in biochemistry, etc., and
he was able to combined blood from an animal with unspecified chemical
that he could inject into a human subject who would then gain the
abilities of the animal.
However, prior to Night Cat, all human subjects perished within seconds of the injection, and when the gorilla blood-mutated subject lasted a few seconds (it could have been longer, but it was panel rapid-sequence panels), it was considered the best subject thus far.
It is likely that some factor allowed
Night Cat to survive and retain her animal abilities.
He had no compunctions with using
human test subjects despite consistent fatalities, and he was willing
to try to murder a police officer rather than face arrest.
History:
(Nightcat#1 (fb) - BTS) - Dr. Ecstasy was employed by real
estate tycoon Amanda Gideon to create a serum that would grant a human
the powers of an animal (perhaps she wished such abilities for
herself?).
Under Amanda's instruction, Dr. Ecstasy tested
various serums on human subjects with uncertain levels of success, but
all of the subjects died shortly after the injection.
(Nightcat#1) - After confirming Amanda's
instruction, Dr. Ecstasy injected the gorilla serum into the shoulder
of an unconscious test subject. Within seconds, the man jumped up and
demonstrated the behavior, agility and balance (and possibly the strength)
of an ape. However, the man then dropped to the flood dead.
Dr. Ecstasy noted that this was the best test and that they were getting closer. Amanda instructed him to keep trying, as she did not care how many died, but that he must perfect the formula.
Unbeknownst to Dr. Ecstasy and Amanda, they were
watched and overheard by Lou Tavarez, an undercover police officer who
was investigator Amanda's illicit drug operations.
(Nightcat#1 - BTS) - Amanda's enforcer, Krak,
subsequently brought in the unconscious form of the rock star Night
Cat, whom he had discovered investigating a briefcase of drugs;
unbeknownst to any of them, she was the daughter of Lou Tavarez, and
she had recognized the carrier from his picture in a newspaper
regarding a drug bust.
Amanda instructed Krak to bring her to Dr.
Ecstasy to serve as one of his test subjects. Although unaware that his
daughter was Night Cat, Tavarez noticed the resemblance but regardless
resolved to protect an innocent victim.
(Nightcat#1) - After Night Cat had been
strapped down and had revived, Dr. Ecstasy noted that her name was
fitting as he was going to next test his cat serum. 
Demonstrating the process for her, he took some blood from a cat he had in captivity, mixed the cat's blood with other chemicals and then injected the combined product into Night Cat (it was probably intended to be IV, but he was shown injecting perpendicular to her deltoid).
Getting away from Amanda by claiming to have to
go to the bathroom, Lou Tavarez entered Dr. Ecstasy's room and held him
at gunpoint, telling him that this was a bust and that he had the right
to remain silent.
Ecstasy replied, "Surely
you wouldn't interrupt a surgeon in the middle of a delicate operation...<and,
as he grabbed a scalpel>...especially
when that operation -- will be on you!"
However, as he leapt at Lou Tavarez with the blade, Tavarez shot and presumably killed him and then quipped, "I had to do it. I don't have Medicare!"
(Nightcat#1 - BTS) - Night Cat gained feline
agility, speed, instincts, leaping ability and nocturnal vision, as
well as the ability to transform her fingernails into long claws.

Doctor Ecstasy originally had
a sub-profile under Night Cat, originally published 05/23/2005. The
comments in that profile discuss further information about the real
world Jacqueline Tavarez, as well as how the character was Night Cat
but that the cover and indicia said "Nightcat."
I like the idea that Night Cat
would be tied into the time of the story's publication, rather than the
sliding timescale. Stan Lee was around to work with her, and the story
fits better into the Marvel Universe before the "Age of Heroes"/modern
time period, which started with the flight that empowered the Fantastic
Four, which occurred a little under 15-years before comics being
current published and slides forward with each year.
It is pretty consistent in
comic book character stories, movies, etc. to have an IV injection (or
blood draw) given perpendicular to subject's body, whether the neck or
otherwise. Not generally how it's done...
