Powers/Abilities: Bullseye has the ability to throw any projectile with uncanny accuracy and force.
In his senior years, Bullseye began
suffering from tremors in his hands that interfered with that ability.
For a time, Bullseye used an armored
battlesuit controlled with his mind, until the tremors got too bad.
He later developed a mixture that would temporarily numb the tremors and restore some of his lost accuracy. Bullseye drinks this potion as well as injecting it into his body via his needles.
Bullseye also keep a number of long
needles stuck into his head and body, with the <presumably>
other
ends coated in a poison that induces weakness. To compensate for
his reduced accuracy, he throws multiple drugged needles at once.

History: (Daredevil: Cold Day in Hell#2 (fb) - BTS) - America was brought to ruin by a war that lasted decades and claimed the lives of most superheroes. The elderly Bullseye, suffering from tremors in his hands, longed for the good old days of costumed heroes and villains and sought to bring them back. He learned of the "New Warriors" government project that experimented with substances known for producing superhumans and ordered the henchmen in his Triple Ring (named after the bullseye symbol) to intercept a large shipment of these substances.
(Daredevil: Cold Day in Hell#1) - On Bullseye's orders, his henchmen detonated a radiation-laden bomb in the New York subway. They returned with the shield of Captain America -- who had been caught and killed in the explosion -- and informed him that also on the scene was Daredevil, who had not been seen in decades. Bullseye presented the shield to his prisoner Frank Castle, whom he kept limbless and strapped to a wall.
(Daredevil: Cold Day in Hell#2) - Listening to the wired news in the aftermath of the explosion, Bullseye heard the report of a shining woman floating above ground and ordered his henchmen to retrieve her. They brought the sedated girl Tyra to Bullseye, who strapped her inside the machine that generated electricity from her new powers. After a henchman told Bullseye that Daredevil was looking for them, Bullseye left the girl in the room with Castle and took his henchmen to the storage of the stolen substances.
(Daredevil: Cold Day in Hell#3 - BTS) - They relocated the entire stockpile and primed it for detonation.
(Daredevil: Cold Day in Hell#3) - Back at his lair, Bullseye drank an entire jug of his mixture to be at his very best self for the confrontation with Daredevil. After suiting up, he picked Captain America's shield - repainted with a bullseye symbol - and showed Tyra his old battlesuit before releasing Castle from his straps. Bullseye then left with only a few of his henchmen and told the rest to take care of Castle, knowing that it would motivate him to quickly master the bodysuit, the only weapon available.
From a rooftop, Bullseye addressed New York on a live broadcast, lamenting the lost era of glory and promising to bring it back. As he expected, Daredevil took the bait, and Bullseye executed a henchman who tried to attack the hero himself. Bullseye and Daredevil fought, attracting a large live audience. After Daredevil got a drop on him, Bullseye threw a handful of poison needles back, evening the odds. Frank Castle showed up wearing the battlesuit and accompanied by Tyra, unwittingly playing into Bullseye's plan.
With the dramatic stakes sufficiently raised, Bullseye used an exposed wire to disable the bodysuit. Limbless Castle threw himself at Bullseye and bit off his nose. Bullseye thanked Daredevil for helping him gather the crowd and reached for the detonator, but Daredevil lunged at Bullseye and threw both of them off the roof to make him drop it. Both were mortally injured in the fall, but Bullseye spat out a loosened tooth, ricocheting it off several surfaces and into the detonator's button. The explosion claimed Bullseye's life and released a large vapor cloud of the experimental substance. It engulfed people in the crowd, transforming their bodies into strange shapes and imbuing them with new energies, just as Bullseye had intended.
