History:
(Captain America Corps I#4 (fb) - BTS) - Ursula was a weather girl at a cable TV station in North Dakota when she was recruited by Deidre Wentworth as an ally. Deidre had received the memories of her adult self from Earth-616. With this foreknowledge, she used the resources of A.I.M. to grant superhuman powers to Ursula, promising her that one day she'd be one of her Femizons, an all-female army who'd rule the planet. For her plan, Deidre had herself and Ursula pose as super-heroes; Deidre took the alias Broad-Stripe while Ursula became Bright Star. Deidre was secretly using a Cosmic Cube to alter reality; at some stage, Ursula learned about the Cosmic Cube.
(Captain America Corps I#3 (fb)) - Bright Star and Broad-Stripe rescued the Avengers from an ambush by an alien D'Bari. The other Avengers invited them to join the team. After Thor chose to leave the team, they went on to a battle where they slew Kang and later fought Hawkeye. Soon after, Giant-Man, Wasp and Iron Man decided to leave the Avengers. Bright Star and Broad-Stripe remained, bringing in the Ameridroid, Major America and Americop-1 to join the team. They renamed themselves the AmeriCommand. The team went on to battles against the Sleeper, Baron Zemo and the Red Skull.
With Earth's villains bested, the AmeriCommand turned on new supposed threats, targeting extraterrestrials such as Captain Marvel and mutants like the X-Men. Bright Star joined the team in endorsing Miles Brickman as the next U.S. President.
(Captain America Corps I#1) - Bright Star and Broad-Stripe attended a rally in Dallas, Texas where they celebrated the AmeriCommand's conquest of the United States.
(Captain America Corps I#2) - After the Ameridroid captured five heroes from other realities (American Dream of Earth-892, Commander A of Earth-11831, U.S. Agent and two Captains America from Earth-616), they were confined at Seagate Prison. Bright Star and Broad-Stripe assisted Major America in a video interrogation of American Dream. American Dream refused to answer their questions and Bright Star left to prepare their transport so they could visit Seagate for themselves. By the time the AmeriCommand arrived at Seagate they found the five heroes had broken out and released the many other superhuman prisoners who had been held there.
(Captain America Corps I#3) - At AmeriCommand Headquarters, Bright Star followed reports of activities by the five heroes, including looking into Tony Stark's crypt, confronting Janet Van Dyne in the Riveria and Hank Pym in Ohio. Bright Star nearly called Broad-Stripe by her real name but Broad-Stripe silenced her, although Bright Star had already muted the monitors so they couldn't have been overheard. They gathered the rest of the AmeriCommand and when Major America questioned Broad-Stripe's interest in the heroes, she angrily struck him with a blast of energy. When Bright Star tried to reason with Broad-Stripe, Broad-Stripe curtly dismissed her as well.
(Captain America Corps I#4) - The five heroes assaulted Valhalla Mountain leading an army of local resistance fighters who dubbed themselves the "Captain America Corps." When American Dream and Captain America located the Cosmic Cube which was Broad-Stripe's means of controlling reality, Broad-Stripe, Major America and Bright Star confronted them.
(Captain America Corps I#5) - More of the heroes arrived to face the AmeriCommand. U.S. Agent grabbed Bright Star but he was struck by the Ameridroid, setting her free. Bright Star created a blast of white light to blind American Dream and Captain America during the fight. During the clash, the Cosmic Cube caused an entropy shift that transformed Broad-Stripe into Superia. When she went to retrieve the Cosmic Cube, Bright Star snagged it from her. Bragging that she'd always known about the Cosmic Cube, Bright Star claimed she was biding her time to claim it for herself. However, the Contemplator had taken control of the Cosmic Cube and drew Bright Star, Wentworth and the alternate reality heroes inside. As the Contemplator sought to undo everything Wentworth had done with the Cosmic Cube, Wentworth vowed she and Bright Star wouldn't allow it; however, Bright Star no longer cared for Wentworth's goals and told her she was on her own. The Contemplator undid Wentworth's activities with the Cosmic Cube and the realities she had altered returned to normal; Reality-11418 apparently ceased to exist.

Her visual was awfully similar to DC Comics' Stargirl; I guess there are only so many ways to design a blonde woman in a blue bodysuit with a white star on the chest.
Bright Star and Broad-Stripe both took their names from the lyrics to the U.S. national anthem, "The Star-Spangled Banner" ("whose broad stripes and bright stars...").
I got the impression Ursula was inspired by the real-life political commentor Ann Coulter.
Her Earth-616 counterpart appeared at the end of Captain America Corps I#5.
