History:

(Official Handbook of the Marvel Univese: Update '89 I#8: Watchdogs) - Watchdog Prime (also called Watchdog One or Top Dog) is the head of the Watchdogs organization, a paramilitary group of armed zealots who organized book burnings, lynchings and other disruptions in the lives of people they disapproved of, such as adult bookstores and abortion clinics. Each state in the USA where the Watchdogs operate has a Head Dog who reports to Watchdog Prime; each local unit is led by a Pack Leader, who reports to their Head Dog; the rank-and-file members are called Dog Brothers.

(Captain America I#394 (fb) - BTS) - Watchdog Prime reported to the Red Skull, who was responsible for financing and equipping the organization, but the other Watchdogs were not aware of the Red Skull's involvement in their organization. When one of the Watchdogs' Pack Leaders began to investigate who was funding the organization, Watchdog Prime had him killed.

(Captain America I#386) - In his role as Top Dog, Watchdog Prime was at the New York metropolitan headquarters of the Watchdogs when two Dog Brothers brought him the blindfolded captive Bernie Rosenthal, whom they'd detained after a fight with Captain America. Watchdog Prime was hesitant to take Bernie as a prisoner because their purpose was to "fortify the morals of American society, not to kidnap innocents." However, as the rogue Watchdog Mike Farrel was still being sought by the Watchdogs and was friends with Bernie, the Dog Brothers convinced Top Dog to send Bernie to their base called the Lodge in Vermont to use as bait to lure Farrel into the open.

(Captain America I#394 (fb) - BTS) - Watchdog Prime attended a board meeting of all Watchdog regional leaders (Head Dogs). The board requested the organization purchase exotic weaponry.

(Captain America I#394) - Two weeks later, Watchdog Prime attended a meeting of the division chiefs from all the organizations who reported to the Red Skull. Watchdog Prime told the Red Skull they'd opened three new dogpounds in Houston, Reno and Milwaukee. He repeated the board's request that they be allowed to purchase exotic weaponry but the Red Skull refused, reminding him it was important for the Watchdogs to appear to be a grassroots movement. Watchdog Prime agreed with his conclusions. Watchdog Prime was present when the Red Skull killed his Scourge subordinate for failing him.

    The Watchdogs entry in OHOTMU: Update '89 I#8 identified him as Watchdog One, while the OHOTMU: Master Edition I#1 entry said he was called both Watchdog One and Top Dog. He didn't go by Watchdog One in either of his actual appearances.

    Note that his gloves and boots are a bit fancier than those the rank-and-file Watchdogs wore at that time.
