(Tales of Suspense I#89/2 (fb) - BTS) - During World War II, the barren island of Sea Gull Isle had a secret base constructed inside a mountain by Nazi Germany. The construction of the base was overseen by Adolf Hitler who provided it to the Red Skull for his use.
(Tales of Suspense I#88/2 (fb) - BTS) - Captain America flew over Sea Gull Isle several times but only saw barren rock below. (Tales of Suspense I#89/2 (fb) - BTS) - At a later date, the Red Skull clamed the all-but-forgotten base in Sea Gull Isle. Equipment within the mountain base included the Plastic Bubble Projector, a pneumatic passenger lift tube for travel within the base, viewscreens, intercoms, missiles and several robots, including a Bucky Robot. He also reached out to the Swordsman and Power Man, offering them riches for serving him. (Tales of Suspense I#88/2 (fb)) - The Red Skull used the Plastic Bubble Projector to send a plastic bubble to the Swordsman and Power Man, bringing them to Sea Gull Isle and inside the mountain base. Speaking to them over an intercom, the Red Skull explained they'd be battling Captain America. (Tales of Suspense I#88/2) - The Red Skull's Bucky Robot sent a message to Captain America at Avengers Mansion, claiming to be the real Bucky and identifying his location as Sea Gull Isle. Captain America immediately boarded a supersonic cruiser to investigate. When Captain America's cruiser neared Sea Gull Isle, the Red Skull trapped the vehicle inside a plastic bubble and drew it inside the mountain base, where the Swordsman and Power Man were waiting. Captain America defeated them but then the Red Skull emerged from seclusion to reveal he was their master. (Tales of Suspense I#89/2) - The Red Skull used the weaponry inside the mountain base against Captain America, fist pitting a robot against him, then miniature missiles. Finally he sent the Bucky Robot against the Captain but as he fought the robot, Captain America realized he wasn't facing the real Bucky and destroyed it. (Tales of Suspense I#90/2) - The Red Skull departed Sea Gull Isle's mountain base aboard a hovercraft to use his Plastic Bubble Projector on Manhattan, with Captain America in close pursuit. This robot was designed to duplicate the appearance of James "Bucky" Buchanan Barnes, Captain America's sidekick, who was believed dead. The Red Skull arranged for the robot to resemble an adult Bucky. When the Red Skull sent the robot to attack Captain America on Sea Gull Isle, it claimed the Captain had always been jealous of Bucky and wanted all the glory for himself, accusing the Captain of never having searched for him after his apparent death. The robot claimed the Red Skull had found him after his supposed death, saved his life and prepared him for his revenge against the Captain. However, the more the robot talked, the more certain Captain America became he wasn't speaking to the real Bucky Barnes. Finally, the Captain smashed the Bucky robot into a wall and broke it. The remains of the robot were later relocated to the Red Skull's trophy room in Skull House.
