History:
(Millie the Model I#163 (fb) - BTS) - Frisky was the pet of a wealthy man. Despite his seeming lack of interest in physical activity, one day he ran away from home and was taken to the dog pound. To play a prank on her frenemy Millie, Chili Storm bought Frisky from the pound for $2 to give him to Millie as a gift.

(Millie the Model I#163) - Chili presented Frisky to Millie as her birthday present. Millie was incredulous, at first refusing to believe the dog was her present; Frisky remained in the same position on the floor of Millie's apartment building as Chili introduced him, not moving. When Chili insisted the dog was her present, Millie quipped "he's just full of personality, isn't he?" When Chili asked what Millie would call him, Millie sarcastically answered "Laughing Boy."

    Chili suggested Millie purchase a collar and leash for Frisky, causing Millie to quip "You mean he moves?" Bringing Frisky to a pet shop, Millie asked the clerk if he could identify Frisky's breed; the clerk claimed he wasn't certain what kind of animal Frisky was. When the clerk asked if Frisky always looked the same way, Millie answered "No! You should see him when he's sad!" Forcing a leash on his neck, Millie dragged Frisky from the pet shop.

    Next, Chili suggested they take a brisk walk in the park but Frisky showed no interest in moving. Just then, Frisky's owner happened by and immediately recognized his beloved pet. Telling Frisky to "calm down" and "don't get all excited," the owner happily gave Millie $100 for finding Frisky. Frisky finally stood up on his legs as he trotted away with his owner.
