: The Council wielded the combined might of the Kree, Shi'ar and Skrull Empires, including numerous soldiers, airships, space ships and armada, as well as the capacity to create a plague to wipe out 90% of a planet's population.

     The Council of Aligned Worlds apparently evolved from the events of Captain Marvel V#15-18, as they occurred in Reality-616...or not, but you can check out the profile on the less-named Council for those events.

(Captain Marvel V#15 (flashforward)) - Various unspecified extraterrestrial races formed a genuine alliance, putting aside all differences and presenting a united front.

    This union subsequently conquered "the galaxy," all with the best intentions.

    Regardless, the bodies were stacked three high in apparent crematories on conquered worlds.

(Captain Marvel V#20) <Earth-98120> - The Council had monitored humanity for well over a century.

(Captain Marvel V#20) <Earth-98120's (approximately 150 years in the relative future)> - When it appeared as if humanity was going to colonize beyond their solar system, the Council of Aligned Worlds, after much debating, determined to end humanity's perceived threat to the universe.

(Captain Marvel V#20) - They sent a custom-made plague, within numerous tiny containers (too small to be detected by Earth's defenses) to Earth.

    Within a day or two, 9 out of 10 humans were dead or dying.

   Those remaining, who had a fluke immunity to the disease, tried to mount a defense, but they were slaughtered by the Council's forces (including Shi'ar, Skrull, and Kree forces).


    Off-world when this happened and somehow "caught napping," Captain Marvel (Genis-Vell) returned and fought back.

    Possibly because his heart wasn't in the battle, Genis was overwhelmed, although he did slay at least a hundred Shi'ar (and likely comparable numbers of Kree and Skrulls) before falling.

(Captain Marvel V#20 (fb) - BTS)- Genis crawled back to a bunker in which his son Ely -- whose only power an incredibly long lifespan -- was hiding, and Ely hooked him up to a life support system.


(Captain Marvel V#20 (fb) - BTS) - Only 5% of Earth's population remained, with most of them enslaved and miserable.

(Captain Marvel V#21 (fb) - BTS) - Unidentified Kree and Shi'ar commanders had a romance, but it ended on bad terms.

(Captain Marvel V#20) <Earth-98120  (22nd Century)> - A pair of Skrull and Shi'ar soldiers (part of the Council's "Probe Squad") pressured their prisoner, the telepath Laressa to seek out that reality's Genis, knowing he would be alongside her lover, Ely.

     Laressa suddenly died of cerebral hemorrhage or something like that (see comments).

     Deciding that she had killed herself to avoid revealing her lover's location, the Shi'ar concluded that they must be very close, and so they reported back to their superiors and continued searching.

council_of_aligned_worlds-98120-cm20-squad(Captain Marvel V#20 (fb) - BTS) - Two miles straight down and protected by anti-scanner devices, Ely wept for his lover's death, wishing she had given him up rather than kill herself. Genis-616 then arrived. Ely discussed Marlo's, Earth's, and Genis-98120's fates, after which the Council began to close on the bunker.

   At Genis-98120's urging, Genis-616 used the Nega-Bands to merge themselves into a single being, combining their power as well as Genis-98120's experience. The Council's soldiers (a group of Kree, Shi'ar and Skrulls) then burst into the room.

    The Skrull ordered the Genis to "freeze," but Genis instead drained every iota of heat from the Skrull and then shattered him.

.

    The Shi'ar who was the sole surviving member of the squad attempting to flee, arguing that they had only been protecting themselves, as the humans were like parasites and would have destroyed them.

    Denying his excuses, Genis initially told him to tell his superiors what had happened and that he was coming for him, but he instead killed the Shi'ar and decided to tell the Council himself.

council_of_aligned_worlds-98120-cm21-shiarcomcouncil_of_aligned_worlds-98120-cm21-kreecouncil_of_aligned_worlds-98120-cm21-skrull(Captain Marvel V#21) - Another Council squadron, with multiple Kree, Shi'ar and Skrull members, used another human psi-tracker in an effort to local Captain Marvel. The female Shi'ar leading the squad advised her allies to watch out, as the Probe Squad's having failed to report back likely indicated that Captain Marvel was nearby.

     The Kree commander in the group noted that this was a lot of trouble for a halfbreed, and the Shi'ar commander replied that the halfbreed had killed a hundred of her brethren when he fought to save his world and that they owed him. The Kree countered that the debt was paid and that Captain Marvel had been left in no condition to pose a further threat: "This is a waste of time, if you ask me."

     When the Shi'ar commander curtly responded that she did not believe that any one had asked him, the Skrull noted to the Kree that he had thought that the two had been an item. The Kree clarified that that was in the past and noted her to be an ice queen, which the Shi'ar commander heard and replied to that effect.

     Any further argument was halted when their tracker screamed in pain, and the Shi'ar commander realized that he had made contact and demanded that the "dog" bring them to Captain Marvel.

     The composite Genis assaulted the Council of Aligned Worlds' forces, manipulating their minds' electrical synapses, ordering them to leave or die with a voice that shook the ground. Although the Shi'ar commander initially denounced this as a trick, Genis caused them to see himself erupting from the ground in giant form. The Shi'ar assured her troops that he was simply an easier target, and the Kree supported this assertion, telling them to fire at him and they would triumph.

     As the troops futilely fired on him, the giant figure of Genis seemingly stomped on then. When a Skrull denounced him as a murderer, Genis countered that they were the monsters there, destroying the population of this world and claiming that they were doing so in the name of self-preservation. Reinforcement airships arrived and fired futilely on the giant figure. When the Shi'ar commander insisted that humans presented a long-term threat, Marvel rebutted that they had created a disease and invented the cure, comparing it to Münchhausen's Syndrome.

council_of_aligned_worlds-98120-cm21-vgenis-space     He told the troops on the ground, "For all those who died at your hands...you will die at my feet...all your troops...all your forces...this is your last day on Earth."

     As the giant foot seemingly descended on them, the Kree commander told the Shi'ar commander, "...I've always loved you. And if I am to die with anyone, it--" and she interrupted, telling him, "Oh, do shut up. You and your endless prattling about--"

     And then they were seemingly crushed by Genis' giant foot.

     Genis then told the tracker that he had nothing to fear from him and to tell all of his brethren that their day of liberation was at hand. "Tell them to believe in me. And as their belief grows...so do I. United with the faith of Earth's remaining population, there is nothing we cannot do. No enemy we cannot repel..."

     Traveling the world, Genis did the same to other Council forces and then traveled into space and similarly destroyed Council's fleet of space ships.

     He told the few whom he did not destroy, "Return to your homes, tails between your legs, and tell your masters...the Earth is not theirs, it is mine, to protect and to serve. If they even think of attacking again...I shall reach across the void and crush their home worlds as easily as I destroy their armadas. For all your weapons...nothing can stand against the pure power of human imagination. Now go. Go...and never return home."

     Mentally convinced they were dying, the soldiers indeed perished.

(Captain Marvel V#21 - BTS) - Explaining what he had done, Genis led Ely to the surface, where they observed the Council's soldiers' corpses.

     When Genis-98120 plotted to track down and slaughter the rest of the Council, their allies, and their allies' allies, Genis-616 expelled Genis-98120's essence, essentially killing him.

    I'm not 100% certain of the timing of the Council's assault on Earth and/or when the two Genises (Genisi?) merged and eradicated the Council from Earth. Marlo had been in stasis for 150 years when the plague struck. Marlo was noted as having been "so young" and looked as young as she did in the modern era when we saw her in stasis. I think, in Reality-98120, she got sick very soon after her appearances in the modern era in Captain Marvel V#19-21, etc. So, that puts the plague about 150 years in the future, and then how much longer was it before Genis-616 traveled to their future? I think it was relatively soon after, as the Council was still actively seeking Captain Marvel. It could have been longer, and they could have reignited their search after discovery intelligence on his location. However, the appearance of Eli-Vell's lover, Laressa, as a young woman would argue against it being more than a decade or so later.
    Captain Marvel V#21 notes that Genis-98120 had "two centuries" worth of hate in him, but I don't think that means 200 years. Peter David was very clever and deliberate with wording, and so I think two centuries likely just referred to the 21st and 22nd Centuries.
    And then there's the sliding timescale. The stories were published in 2004 A.D., so 150 years in the future would be around 2154 A.D.. But, as of the time that I write this profile,  it is 2025 A.D., and so 3-5 years may have passed in Marvel Time, meaning that 150 years in the future would be more like 2170.
    Ultimately, it's somewhat moot, and I will be long dead before the actual dating matters, but I'd still like to know.

    The Skrull initially assumed that Genis had slain Laressa, but the Shi'ar soldier convinced him that she had destroyed her own mind rather than betray Ely. Ely also believed that Laressa had killed herself to spare him.
    However, she was surprised and wondered what was happening right before she died.
    I think Genis-98120 slew her and just let Ely assume that she had killed herself.
    It wasn't spelled out in the story, but I think Peter David planted the evidence for us to figure it out.

    In this timeline, Songbird (Melissa Gold) and Mimi-Vell died heroically. It is unrevealed whether this was against the Council of Aligned Worlds or not.

    Captain Marvel V#17 shows a somewhat different version of the Council's attack on Earth.

Note: This open assault on otherwise normal human society differs somewhat from what was shown in Captain Marvel V#20, as this did not appear to be a humanity already 90% wiped out by a plague.

      Was this just a focal portion of Earth-98120 that was not affected by the plague for some reason, or was it perhaps an alternate reality in which the Council engaged in open rather than chemical warfare?

     The world may never know...
