History:
(Avengers I#188 (fb) - BTS / Thunderbolts I#7 (fb) - BTS) - At some point, an unidentified human was transformed into pure elemental Chlorine by Dr. Vasily Khandruvitch in an effort to create Super-Soldiers to serve the state. Rebelling and joining other transformed humans as the Elements of Doom, Chlorine aided in taking over a Russian nuclear power plant for use in creating more Elements of Doom.

(Avengers I#188) - When the Avengers were drawn to the Russian nuclear plant on their way home from the Inhumans' Great Refuge, they investigated the plant and, after defeating the Element of Doom Vanadium, they discovered the Elements of Doom's large transformation machine. Carbon immediately pointed out the Avengers to Phosphorus, who deduced that the Avengers would not have gotten that far had they not destroyed Vanadium, and Chlorine asked Radium if Vanadium could be recreated. Radium replied that Vanadium could be recreated if necessary but noted that they still had over a hundred elements to create before restoring Vanadium. The Avengers quickly attacked the Elements of Doom and Chlorine noted how the heroes persisted even after a less than successful attack on Carbon. Announcing that the Avengers must be stopped or made into specimens for transformation into new Elements of Doom, Chlorine was soon punched by the Falcon and he retaliated by projecting poisonous Chlorine gas that threatened to kill the hero. The other Avengers rescued the Falcon but were forced to retreat for their own safety and when the Falcon returned to rescue the missing Wasp, he was captured. With the Avengers at bay, Chlorine and other Elements of Doom captured a Russian plant technician and Phosphorus forced him into the transformation machine, turning the man into the newest Element of Doom: Cobalt. The Avengers soon rallied and Ms. Marvel used a laser to destroy the plant's fusion reactor, unleashing its molten core onto the Elements of Doom, breaking down their atomic structure and effectively destroying Chlorine, Radium and Vanadium.
