Powers: The Sniper was an extraordinary marksman. He used a specially modified gun that fired explosive pellets. He also wore special goggles that granted him telescopic vision.

History: The Sniper's history is largely unknown. He was apparently a successful killer, as he was wanted by SHIELD for some time before his first recorded activity.

(Tales of Suspense I#96/2) - During a period when Captain America had quit, the Sniper was approached by the agent of an unnamed crime syndicate, who hired him to kill Captain America. After the Sniper demonstrated his marksmanship by firing through a house's keyhole to blow out only the back wall, he accepted the job.

In the wake of Cap's retirement, imposters proliferated. The crime syndicate's gunmen found and chased one imposter, prompting Steve Rogers to leap forth and save the fake Cap. The Sniper, observing from a distant window, realized that Rogers was the real Cap as he was the only man daring enough to make such a rescue attempt. He fired an explosive pellet while Rogers dangled from a cord with the fake Cap, but missed when Rogers luckily slipped off. When Rogers saved himself and the imposter from the fall, an amazed Sniper lined up another shot. Before he could fire, though, he saw a second Steve Rogers in a window nearby. Deciding to take no chances, the Sniper shot the Rogers in the window first, then aimed again at the other Steve. This time, his shot was stopped when agents of SHIELD burst into the Sniper's room and explained that the Sniper had shot a Steve Rogers LMD (Life Model Decoy). The Sniper was taken into SHIELD custody, and Rogers decided to become Captain America again.

This was the first "Cap quits" story. This time, it was because he wanted to settle down with Sharon Carter.
