Powers: Doctor Robert Doom has no superhuman powers, but he does have a degree in dental surgery and extensive knowledge in mechanics, robotics and weaponry on par of the original Doctor Doom--well, maybe not that good, but pretty good, nonetheless--Snood.

Technology: Doom uses an arsenal of technology which he fanatically and psychotically bases on aspects of the dental field. From a computerized dental chair, he can transmit quasi-hypnotic commands to his victims through neuro-transcievers in their teeth. He also has a restraint device, the arms of which resemble the armor of his cousin, powered by cold fusion for restraining his adversaries and armore resembling a huge set of teeth for locking down and rendering immobile anything he traps in them. His glove has an Adamantium tip drill attachment for applying his neuro-transcievers.

 






History: (Sensational She-Hulk#18) - Robert Doom is a descendant of Latverian immigrants related to the parents of Latverian ruler Doctor Victor von Doom (see Werner and Cynthia). Considering himself a failure in his own eyes and envious of his relative's power, he hatched a plan to implant neuro-transcievers in the fillings of his wealthiest clients and to supplant their wills into surrendering their fortunes over to him. Through them and the devices, he planned to forge his own kingdom out of New York, New Jersey and Connecticut.

 

One of his clients, however, bit down too hard and turned his neuro-transciever into a radio reciever which emitted radio broadcasts through his teeth. The proceeding lawsuit against Doom involved Jennifer Walters, the She-Hulk, who discovered his plan and turned him over to the authorities.
When she confronted him in his home, he schemed to get back the payment her client had given her by trying to insert a neuro-transceiver into her teeth, but she bit straight through it. Destroying his arsenal of weapons, she defeated him and turned him over to the authorities.



 

(She Hulk Sensational#1 - BTS) - Possibly going straight as a dentist for superhumans, Bob called the She-Hulk to wish her a Happy Birthday and remind her of her teeth cleaning.

The cover of Sensational She-Hulk#18 shows Doctor Bob Doom with white hair. In the story, he turns out to be blonde.

I guess Bob's family ditched the "von" at some point--Snood.

There is an odd bit of nonsense to this story. He may be able to create his weapons on his free time, but where would he be able to lay his hands on Adamantium?
The answer: from the company that sells Adamantium,
Adametco.
Actually, seeing as how the She-Hulk bit through the drill, I'm going on it being secondary Adamantium, which is much more common. It's still practically indestructible, but the Class 50 and over crowd have been known to put the kibosh on it. Anytime you see someone break Adamantium, it's probably secondary Adamantium -- with a few notable exceptions: magic, the Molecular Rearranger (which is what the Scarlet Witch used against Ultron), Antarctic Vibranium (anti-metal), that sort of thing -- Snood.
